Haiti - FLASH : UN accuse DR of having deported 2,800 legitimate Dominicans in Haiti

The latest Human Rights Watch (HRW) report, released in early 2019, indicates that between June 2015 and March 2018, out of more than 6,000 people of Haitian descent deported in Haiti during this period, the United Nations Refugee Agency (UNHCR) has revealed that 2,800 people had legitimate Dominican nationality.

HRW notes that after the completion of the National Plan of Regularization of Foreigners (PNRE) "many deportations did not meet international standards and many people were summarily and arbitrarily deported without a hearing" while others "have left the Dominican Republic under pressure or threat."

The report also states that "in the first six months of 2018, nearly 70,000 Haitians have been returned to their country."

HRW points out that after being renewed three times, the PNRE ended definitively in August 2018, leaving more than 200,000 Haitians in the Dominican Republic without a permanent status that risks deportation https://www.haitilibre.com/en/news-25236-haiti-social-nearly-200-000-haitians-risk-being-expelled-from-dr.html

Reacting to this report, Miguel Vargas the Minister of Foreign Affairs rejects the statements on the deportations of Haitian descendants. He claims that before being expelled from Dominican territory, every foreigner detained by the Directorate General of Immigration (DGM) was duly identified and that none was of legitimate Dominican nationality.
