Haiti - Petit-Goâve : Fight against corruption and death threats at Notre-Dame Hospital

Friday, January 4, 2019 around noon, Dr. Fred Jasmin, Chairman of the Management Committee of the Notre Dame Hospital in Petit-Goâve after several weeks of internal investigation proceeded with the assistance of the Justice of Peace, Me Winifred Noelsaint at the closing of the hospital pharmacy which was beyond the control of the administration.

Dr. Jasmin is conducting a large-scale anti-corruption operation, a lab technician and a security guard have been fired for fraud, the staff has been reassigned, the morgue service is now under the control of the Directorate, a single fund has been set up and as of January 7, 2019, all payments of fees, hospitalization, delivery, morgue, lab and pharmacy will be done at this fund in order to to better control the cash inflow.

These measures have earned Dr. Jasmin several death threats, but they have not shaken his determination to continue his actions against corruption.

The closure of the pharmacy follows some drifts observed. The hospital administration had no control over staff, drugs or recipes, the pharmacy operated autonomously in the exclusive service of an individual, explains Dr. Jasmin, who indicates that the manager or the pharmacy beneficiary has 72 hours to justify this situation.

In addition, he indicated that he had discovered a corruption network, the daily receipts were always equal to the expenses, which caused a lack of financial resources for the hospital, and the payroll was done at the service of the cash register and not at the accounting so that anyone could come and claim compensation.

Finally he explained that the Directorate did not have control over the service of the morgue of the hospital, explaining that he had found that from 19 to 23 December 2018, 7 corpses had been allowed to leave the morgue without a payment slip is returned to the cash register. From December 26th to 31st, 13 corpses left the morgue and a single payment slip was deposited at the caisse.

A security guard was fired for fraud and Wednesday, January 2, 2019, a Labo technician was dismissed for charging a patient service or examination fees.

Director Fred Jasmin seeks the support of the Ministry of Public Health, the West Health Directorate, local authorities and the population in the fight against corruption in order to clean up the management of the Notre-Dame Hospital claiming for his detractors "I'm not attached to my post, I'm ready to leave. But I want this Hospital Center to work well. I would also like the Ministry to send us more arms for our services."
