The Dominican Foreign Minister Carlos Morales Troncoso and his Colombian counterpart, Maria Angela Holguin will arrive in Port-au-Prince Wednesday morning. They will be greeted by the Dominican Ambassador in Haiti, Rubén Silié, who will accompany them to the Presidential Palace, where they will hold a hearing with the with Haitian President René Préval and Prime Minister Jean Max Bellerive, according to official sources.

This meeting is part of the preparations to the appointment, on april 6, in the Security Council of UN of Colombian president, Juan Manuel Santos to give, according to the Colombian sovereign, "a new impetus to aid in Haiti"

The two foreign ministers also plan to meet separately with both presidential candidates Mirlande Manigat and Michel Martelly.

In addition, the agenda includes a meeting with Edmond Mulet, Special Representative and Head of the United Nations Mission for Stabilization in Haiti (Minustah). What the statement does not say is that this meeting with Edmond Mulet is a continuation of discussions of last February where the Colombia had envisaged, with the Security Council, the opportunity to transform the Minustah mission in a operation of development for Haiti. "For the Colombian government, it is important to continue the stabilization process in Haiti it's a question of interest for the Latin America and the Caribbean". Edmond Mulet, who met in February with the President of Colombia Juan Manuel Santos had explained that the debate in the Security Council, will focus on the differences between a stabilization mission and a mission dedicated to the promotion of development. Stressing the need, that the Security Council "adapts the mandate of each mission".

A visit that far from being trivial, involves a bit more Haiti within the transformation process of the Minustah, which, without being a certitude is nevertheless very likely.
