Haiti - Economy : Fiscal strengthening through the decentralization

The Ministry of Interior and Territorial Collectivities (MICT) has officially launched Thursday a project aiming the fiscal strengthening through the decentralisation, the latter being a major challenge for the territorial collectivities.

Jude Saint-Natus, the Director of Local Authorities in the Ministry of Interior and Territorial Collectivities (MICT) considers this project as a vehicle for the development of the different collectivities across the country, and stated on behalf of Minister Paul Antoine Bien-Aimé that he wanted to renew the commitment of MICT to accompany all the communes of country at all levels so that the process of decentralization becomes a reality.

André Lafontant Joseph, the Assistant Director of "Limyè ak òganizasyon pou kolektivite yo ale lwen" (Light and organization to make progress the collectivities - LOKAL) organism funded by the United States Agency for International Development (USAID) and that support this new program for an amount of US$200,000, explained that currently "the 140 communes of Haiti (through their town halls) collect per year 60 million gourds. With this project we want that they collect in the medium term 6 billion gourdes", for him this project is a means of strengthening the institutional capacity of these latter. For its part the Haitian State will allocate $4 million gourds to each town hall, the Director of MICT said that 50% of this amount has already been transferred to the communes.

This is in the town of Carrefour that the project will begin, the mayor Yvon Jérôme, is happy about this initiative and promised to make every effort to ensure that this project becomes reality.
