On March 5, 2011, 3 billposters, of the presidential candidate Mirlande Manigat, were arrested in the town of Port-au-Prince, by agents of the Police Nationale d'Haiti (PNH) assigned to the the police station of Port-au-Prince. They respond to the names of : Frantz Emmanuel LOUIS (30 years), Sterson Jordanaud Jeune (years) and Marco thus known. The bodies of the first two were found in the morgue of the Hospital of the State University of Haiti (HUEH), March 6, 2011 while the third man is still missing. In all likelihood, these billposters were maltreated before being killed by officers of the PNH.

According to the information that the National Network for the Defence of Human Rights (RNDDH) provided us, the Inspectorate General of the PNH has been seized of the matter and has decided to take precautionary measures against eight (8) police officers involved. They are:

7. Toussaint Romane, A1 identification number : 05-­17-­02-­07808

8. Toussaint Ronald, police chief of the day, identification number : 95-­08-­01-­03703
