Haiti - Culture : A private agency for monitoring, collecting and distributing copyrights

Tuesday at the Haitian National Pantheon Museum (MUPANAH), Jean Michel Lapin, Minister of Culture and Emelie Prophète Director General of the Haitian Copyright Office (BHDA), in the presence of actors in the music sector, artists and government officials have signed a memorandum of understanding with the LEXAR S.A. Group

This ceremony follows the publication on June 27 by BHDA of a call for expression of interest in order to establish a public/private partnership and grant operating authorization to a collective management agency, whose the mission will be to oversee, collect and distribute copyrights for the original works of its members that are used by transmitters in the following networks or locations : radio programs, television programs, digital networks such as : internet and mobile phones, in public places such as : restaurant, bar, theaters or entertainment in general.

After analyzing the proposals received by a Selection Committee, the LEXAR S.A. Group was unanimously selected for presenting a file that met all the criteria imposed by the committee, the most important of which was to be able to carry out the monitoring of local radios and televisions.

In his speech, the Minister Jean Michel Lapin said "the right is money. The perception of this right provides conditions for the author to continue to produce [...] For too long artists have done us honor without us being able to testify our gratitude by paying them "asserting that the question of the Right of author must become a reality in Haiti because it can promote the development of Cultural Industries.

Emelie Prophète Milcé agrees with the Minister's comments, saying that "copyright can regulate the art market in Haiti [...] Copyright is the engine of creativity. It has the virtue of bringing together both economy and culture.

Georges Andy René, representative of the LEXAR S.A Group, said he was happy to have this responsibility to ensure and set up an effective remuneration for the benefit of the creators emphasizing "collectively, these creators represent an immense economic value. Together, they generate a lot of values and this value, while being an exportable product, is also consumed locally."
