Haiti - Politic : Results of the parliamentary week

According to the Citizen Observatory for the Institutionalization of Democracy (OCID), for the week of July 23 to 27, 2018, a plenary session was held in each of the two Houses of Parliament.

Meeting in assembly on Tuesday, July 24, 2018, the deputies had voted two (2) pieces of legislation and a committee report. As for the Senate of the Republic, the meeting held on the same day was an opportunity for fathers conscripts to hear the Director General of the National Police of Haiti (PNH), Mr. Michel-Ange Gédéon who responded to the invitation of the Justice, Defense and Public Security Commission following the events that occurred during the weekend of July 6 and July 8, 2018.

Chamber of Deputies :

For the first time after the interpellation session of former Prime Minister Jack Guy Lafontant on July 14, a plenary session was held on July 24, in which 68 deputies took part.

This session allowed members to vote 2 pieces of legislation:

The first, draft law establishing the status, organization and operation of the National Solidarity Fund for the Integration of Persons with Disabilities (FSNIPH) was adopted by 61 votes in favor, 0 against and 5 abstentions.

The second draft law on the Organization and Functioning of the Ministry of the Environment and the Fight Against Climate Change (MELCC) was adopted by 65 deputies.

Finally 66 deputies voted the report of the Commission on Justice, Human Rights and Public Security on the proposal of the law of the Deputy Constantine Peter Castin on the rectification of documents and civil status registers by Administrative and Judicial way at no cost to the applicant. The vote on the bill was postponed due to some weaknesses identified during the discussions and returned to the commissioners for correction.

Senate :

Two great moments marked the week:

1) The hearing on July 24 of Michel-Ange Gédéon, Director General of the National Police of Haiti (PNH), which lasted nearly 8 hours https://www.haitilibre.com/en/news-25061-haiti-politic-michel-ange-gedeon-auditioned-for-nearly-8-hours-in-the-senate.html , on the lack of pro-activity during the events of July 6 to 8

2) The Conference of Presidents held in the extraordinary also on July 24, around the reduction of certain privileges of the senators. Among the topics discussed were: subsidies for: patron saint celebrations, vehicle rental, the purchase of telephone recharge cards, the travel of senators within the country, the Easter and summer periods.
