Haiti - Elections : Passivity of the Minustah in case of fraud on March 20...

During the first round of elections, November 28, 2010, many people have experienced the flagrant passivity of the officers of the United Nations Mission for Stabilization in Haiti (Minustah) facing to the numerous irregularities and fraud (ballot stuffing and other) whose many of which took place under their eyes. Can we be sure that next March 20, the Minustah, will be an active arm for the National Police of Haiti (PNH) ? That is the meaning of the question asked to Vincenzo Pugliese, Deputy Spokesman of the Mission, at the press briefing on Thursday, March 3, 2011.

Vincenzo Pugliese : "As you know, in accordance with our mandate, there is a memorandum of agreement that is very precise and that is signed by the Minustah and the PNH, in case of incidents during the elections. This responds to an integrated plan of security that is designed by military and police components of the Mission in conjunction with the PNH. military and police components of the Mission in conjunction with the HNP. This plan is implemented by the PNH, with the support of the UN forces on the ground.

However, there is one clarification I would like to do. It is that in our mandate, it is not the role of the Minustah to detect or prevent fraud.
