Saturday at the Hotel Royal Decameron, ended a week-long seminar, aimed at developing the strategic axes of the new program of implementation of the state reform for the next 5 years (2018 - 2023).

As part of the reform of the state and its administration, Josué PIierre-Louis, the General Coordinator of the Office of Management and Human Resources (OMRH), launched during these days of development work of a new program to serve as a reference system for the various projects of modernization of the State. This, in order to define the broad strategic orientations, to agree on the mechanism of planning, coordination, cooperation, implementation and financing of the future program.

Recall that this process of elaboration, which includes all the vital forces of the Nation, is part of the will of the decision makers to avoid the communication and appropriation deficit by associating the maximum of actors as much of the public sector, of the private sector business than civil society.

The reflections focused on :

• Improving the delivery of public services

• Modernization of public administration;

• Strengthening of good local governance and decentralization;

• The renovation of the public service;

• E-governance;

• Strengthening the coordination of government action;

• Change management (mindset, leaders and citizens).

At the end of this week's seminar, the outline of the five-year plan (2018 - 2023) for the implementation of the new state reform program and a timetable for the implementation plan were drawn up.

Calendars of the following steps :

• April - August 2018: Continuation of work by the development committee;

• August 2018: Submission to the executive of the implementation plan;

• October 2018: Publication of the official document;

• Campaign to disseminate the implementation plan;

• Implementation of the State Reform Implementation Plan.
