Haiti - Politic : 2nd Day of the International Forum on State Reform

On Friday, during the second day of the International Forum on State reform https://www.haitilibre.com/en/news-23896-haiti-politic-opening-of-the-international-forum-on-state-reform.html several topics were addressed among others "The modernization of the Administration and innovation in the public sector with concerns related to the management mode, the development of information and communication tools."

In his speech, Miradin Morlan, the Director General of the Directorate General of Taxes (DGI), reported on progress made to better support taxpayers and users.

Mario Kirbi, an expert in international development and project management, who shared the panel with Morlan, presented e-administration as the use of information and communication technologies at the state government level with a view to better serving citizens in public services. He shared with the audience the experience of Morocco in the field of electronic innovation.

Later in the day "the provision of quality services" was a sub-theme debated. Enrique Paris, a native of Chile and a specialist in administrative governance, spoke at length about the Chilean experience of accessibility to quality public services. He emphasized the importance of an administration serving the citizens. He insists that it is the duty of the administrations to listen to the citizens, otherwise none of their real needs can be taken into account.

In line with the provision of quality public services to users, Israel Jacky Cantave, made the point on behalf of its association "Active Solidarity of the Fight of Haitian Consumers" (SALCONH) which actively supports Haitian consumers' rights.

Me St-Juste Monprévil, Judge at the Court of Auditors, dealt with the sub-theme "Effectiveness of appeals to the Superior Court of Auditors and Administrative Disputes" and spoke about appeal procedures, insisting that a civil servant to whom his rights are withdrawn, is a litigant.

At the end of the day, Eunide Milie Innocent, Minister for the Status of Women and Senator of the North Dieudonne Luma Étienne spoke about the sub-theme "Involvement of the consideration of the gender approach in the administrations". Minister Innocent emphasized women's rights, respect for the 30% quota at all levels of government and affirmative action. According to Senator Étienne, there are many women with a high intelligence quotient who do not dare. "Dare, dare !" such was her cry to the place of all the women in the audience.
