Haiti - Japan : New Cooperation Policy (2018-2022)

In order to support the commitments included in the "Strategic Development Plan for Haiti" (PSDH) developed in 2012, which plans to make Haiti an emerging country in 2030, which is a vision of long-term development, the Japan is cooperating mainly in strengthening basic social services, which is the prerequisite for a strong social base.

Priority areas :

Improvement of sanitary and hygienic conditions :

Given the situation in the country where basic medical care does not benefit the entire population, resulting in the highest juvenile, child and maternal mortality rate the highest among Latin American and Caribbean countries, Japan is committed to improving health services through the development of health and medical infrastructure, building personal capacity and improving management of medical facilities. In the field of sanitation, Japan is also committed to providing safe drinking water, raising awareness of a better hygienic environment and infrastructure development while supporting epidemic control activities including cholera since 2010.

Promotion of Education :

Despite the favorable trend of the basic school enrollment, Haiti still faces a deficit of schools and teaching staff both in terms of number and quality. With 20% coverage of the public education service, the development of the educational environment according to the Government's standard is still in progress. Considering basic education as the basis of the economic and social development of the country, Japan provides constant support for the development of the educational environment and the training of the personnel concerned.

Strengthening Food Security and Agriculture :

Although agriculture is one of the most important areas in which more than 50% of the population is engaged, the current production / distribution system and natural hazards are slowing the rate of food self-sufficiency to 45%. With domestic consumption heavily dependent on imported agricultural products, price fluctuations on the international market severely affect the lives of the most vulnerable. In the area of food security and economic stability, Japan is providing assistance in this area.

Economic base strengthening through environmental conservation and disaster risk management :

Given the country's situation where the damage caused by natural disasters such as the earthquake in 2010 and hurricane Matthew in 2016 is one of the main causes of economic development impediments, Japan supports the Government of Haiti's commitment to building resilience against natural disasters, in conjunction with the "Sendai Framework for Action for Disaster Risk Reduction", which promotes the economic stability of the country's infrastructure, while focusing on environmental conservation.
