Haiti - NOTICE : Child protection, call for projects

The Embassy of France in Haiti informs non-profit civil society organizations engaged in the field of child protection, of the establishment of a call for projects of the European Commission to promote the "protection quality alternative for children and deinstitutionalization."

The 2018 Call for Projects is open until March 27, 2018.

The overall objective of this call for proposals is to improve the fate of of children by ensuring better implementation of all the UN Guidelines on alternative care for children, so that children can benefit from equal opportunity to reach their full potential in society.

The specific objective of this call for proposals is to provide quality alternative care to children through the following priorities :

  • Enable governments to provide and monitor the provision of quality alternative care to children without parental care, in accordance with the UN Guidelines on Alternative Care for Children; and or

  • Regulate and control the quality of alternative care solutions for children without parental care and / or support the transition from residential care to care for the community ;

  • Avoid unnecessarily separating children from their families.

The requested funding may be from 1 to 4 million euros.

The Embassy of France recalls that in Haiti one in four children live separated from their biological parents. Of these children, 32,000 are placed in institutions while 80% of them still have at least one living biological parent. 400,000 children are in domestic service (restavek).

This call for projects will support the action of the Haitian authorities who through the "Yon Fanmi Pou Chak Timoun" program aim to guarantee the fundamental right of children to live in a family and to respond to the problems posed by the placement of children institutionalized or informal children in families where, in the absence of state control, they may sometimes be abused.

This call is addressed to non-profit Civil Society Organizations (CSOs) established in a Member State of the European Union or in one of the partner countries listed in Annex N The OSC established in both Haiti and France are eligible) in partnership with the national or local authorities of the country of implementation.
