Haiti - FLASH : Senate transfers PetroCaribe report to CSA/CA

Thursday, after more than 13 hours of closed session in the Senate, on the review [unannounced] of report PetroCaribe, the 17 senators present voted unanimously a resolution transferring the report to the Superior Court of Auditors and Administrative Disputes (CSA/CA).

Extract from the resolution :

"[...] Considering the necessity to respect the principle of the separation of the powers as well as the fields of the competences of the republican institutions: the Assembly of senators proposed and voted the following resolution:

Article 1: The Assembly of Senators requests the Superior Court of Audit and Administrative Disputes to carry out a thorough audit, analysis and review of the management of PetroCaribe funds over the period from September 2008 to September 2016, in accordance with Article 200 of the Constitution and the decree of November 2005 amending that of November 1983."

In Article 4 it is stated that "[...] It is the Superior Court of Auditors which has the expertise to analyze impartially the management of the authorizing officers of public funds [...]"

A session that has overtaken and angered the opposition, which says it was not question of reviewing the report PetroCaribe in Thursday's session, but on the agenda of Tuesday, February 6...

Joseph Lambert, President of the Senate declared "[...] The assembly of Senators sanctioned the report of the commissioners. Now, the CSC/CA is called to take notice of the PetroCaribe report to do what right and reason ask..."
