Haiti - Politic : Vocational training, towards a public/private partnership

A new workshop bringing together representatives of the State and the Haitian economic sector was held as part of the project "Skills for Youth Employment" funded by a grant from the French Development Agency (AFD) granted in Haiti in 2004, to the tune of 5 million euros. This workshop made it possible to define the outline of a "framework agreement" between the business community and the Haitian State, for professional training in line with the country's economic needs.

This project aims to support the reconciliation of training offer and economic demand by supporting the pilot vocational training center. Additional funding of 1.5 million Euros is underway. Such financing has allowed to create a unit responsible for relations with the private sector, thanks to the support of the consortium of the Haitian Chamber of Commerce and Industry (CCIH) of the International Institute for Human Resources Training and Counseling (FORHOM) by EGIS International, and of Institutions and Development (I&D).

Let's recall that the offer of vocational training in Haiti is of low quality and lack of relevance to the needs of economic operators. Young graduates are struggling to integrate professionally and employers are finding the skills they are looking for. Despite endemic unemployment, employers often resort to foreign labor on skilled technician jobs. Today, the State and the private sector have engaged in a reflection to upgrade the vocational training system to develop Haitian human resources.

It should be noted that this workshop follows that of last November 9, which brought together more than 70 companies, public partners and several private international partners, during which the company "SouthernStee" (GB Group) had signed a first framework agreement with the Pilot Center, allowing international certification and placement of graduate students over the next 3 years.
