Haiti - Politics : Training for aspiring prison guards

Strengthening the capacities of aspiring prison guards of the Directorate of Prison Administration (DAP) through targeted training including on human rights, is one of the missions that has given itself the Office of Citizen Protection (OPC).

One hundred aspiring prison guards from the 27th promotion of the National Police of Haiti (PNH) of the DAP, took part in a training which enabled them to acquire a better knowledge of the role and the mission of the OPC; To master fundamental human rights concepts including principles and values; To know the various human rights protection systems including the Constitution, Penal Legislation and the Internal Regulations of Penitentiary Institutions and at international level, the Charter of Human Rights, the Universal Declaration of Human Rights (UDHR), the two Covenants of 1966: The International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights; The remedies available in Haiti and compliance with legal norms relating to human rights, specifically those relating to the protection of the rights of detainees. The various modules were followed by exchanges between the participants and the animators.

Participants also discussed the minimum rules for the protection of detainees and the Convention against Torture as a specific standard.
