René Préval affirmed on Monday night to not have received this report which would recommend to dismiss the government candidate.

"I cannot leave any more on February 7th [...] I wanted to leave on February 7 but when you see what happened with the challenges, at this date there will not be a new elected president" he declared while waiting for the report from the experts of OAS on the results of the first round.

Recalling that a law passed on May 4, 2010 allowed him to stay in power beyond the date of February 7, if the elections were not held in time to allow him to leave.

According to the Haitian Constitution, the President, elected for five years, has to leave power on February 7 of the fifth year of its mandate. But René Préval, who was sworn in May 14, 2006, argued that he could remain in power until May 14, 2011 in order to complete his five-year "We need a president elected to replace an elected president, this will be good for the continuity, for the stability". Calling to the transparency for the next steps of the electoral process, Kenneth Merten, the U.S. ambassador in Port-au-Prince, said yesterday that the report should be sent to the Haitian authorities late Monday afternoon or Tuesday. Commenting on the risks of new post-election violence facing this new situation of the second round, the ambassador wished that "everyone keeps a cool head"

Diplomatic sources confirmed that the ambassadors of friendly countries of Haiti (United States, Brazil, Canada, France...) had intended to call Mr. Préval quickly after the submission of report to initiate discussion on its findings. "It will be very difficult for President René Préval to ignore the recommendations of the report" indicated an UN source under the cover of the anonymity.

The Ambassador of France, Didier Le Bret for his part said: "The mission of the OAS has worked independently and objectively and made extensive investigations to achieve results that are reliable and realistic [...] by selecting an mediation, hopes that the recommendations of the OAS mission will be followed."

In Washington, Secretary General of the OAS, Albert Ramdin, wished that after having read the report, the Haitian government will "take the right decision", adding "I believe that nobody could be happy of what the report says" while claiming not to know its content...

Since twenty-five years, "only one president could finish his term, only one president will finish his second term" lamented President René Préval, "it's not normal that all the presidents of Haiti always end in exile or in prison."
