Haiti - Politics : The Senate asks the Executive to declare the State of Emergency

Wednesday, following the worsening situation in the Great South which is struggling to recover from Hurricane Matthew in October 2016 and hard hit by torrential rains in recent days https://www.haitilibre.com/en/news-20778-haiti-security-heavy-rains-in-figures.html , the senators meeting in plenary voted unanimously (17) a resolution calling on the Executive to declare a state of emergency for the great South (Departments of the South, Southeast, Nippes and Grand'Anse) as well as the state of environmental emergency for the entire national territory.

It should be noted that while a state of emergency is not required for the whole country, senators wish in this resolution that specific measures be taken to assist the various communes affected in other departments than those in the Grand South.

If the Executive decree the State of Emergency, this will allow it to disburse funds more easily in terms of procedures. However, this resolution is not a blank check for the Executive, because of the bad practices of the previous Governments, senators have included an article in this resolution to avoid money being wasted or people getting rich. To this end, the Senate demands from the Executive that, through this state of emergency, an operational plan and a budget be submitted to the Parliament and that the Executive submits itself to the strict control of the Commissions charged with this state of emergency.
