Haiti - FLASH : The UN voted, final departure of the Minustah in October

The UN Security Council on Thursday decided to end the presence of peacekeepers in Haiti and replace them with a smaller police force.

The resolution adopted unanimously by the Council foresees the end of the United Nations Stabilization Mission in Haiti (Minustah), deployed for 13 years, by mid-October.

The resolution approved extends the mandate of the mission, known as MINUSTAH, for a final six months during which the 2,370 military personnel will gradually leave.

It creates a follow-on peacekeeping mission for an initial period of six months comprising 1,275 police who will continue training the national police force. The new mission will also assist the government in strengthening judicial and legal institutions and engage in human rights monitoring, reporting and analysis.

The resolution recognizes "the major milestone towards stabilization" achieved by the successful holding of presidential and legislative elections and the country’s return to "constitutional order."

It should be recalled that the Government of Haiti had subscribed to the modalities under which the transition would take place, in particular :

- The complete but staggered withdrawal of the 2,370 members of the military component during the transition period;

- The reduction in the number of police units formed (UPC) - and in the number of individual police officers;

- The participation of the new mission in the implementation of the Strategic Development Plan of the Haitian National Police;
