Haiti - Politics : Deliveries of passports, numbers game

On Thursday, Jovenel Moïse inaugurated various pilot centers for the reception and delivery of identity documents (CRLDI) in several communes of the metropolitan area, notably in Tabarre, Petion-ville and then downtown Port-au- Prince, at Lamarre Street, where a center was already operational.

The taxpayer will now be able to carry out all the administrative procedures for obtaining Identity documents such as the National Identification Card, Excerpts from the Archives, Driving Licenses, Passports and also to pay the related fees.

The Head of State indicated that from 12 February to 29 March 2017, the State had produced to the Immigration Service 72,859 passports (note HL, average daily 1,200 passports, Government source) to the Immigration Service.

The Head of State recalled that special attention was paid to Haitians living in the Dominican Republic who had filed requests for identity documents under the Program for the Identification and Documentation of Haitian Immigrants (PIDIH). Thus, he said that 7,000 archival extracts were produced, 1,900 National Identification Cards printed and 10,000 passports made and delivered this Thursday 30 March, to the Ambassador of Haiti to the Dominican Republic, Magalie Jeanty Magloire for necessary follow-up.

These figures, which may seem impressive, do not fully reflect the reality of production or the President's promises. Let's be clearer, the period from February 12 to March 29 (45 days) corresponding to 54,000 regular requests for new passports in Haiti. If we add the 10,000 handed over to the Dominican Republic, there are still 8,859 passports on the announced production, which we assume, was used to fill the late requests in Haiti.

On March 6, President Moïse on the sidelines of a visit to the Faculty of Agronomy claimed that in one month he had absorbed 25,000 passports out of the 117,000 late in Haiti, and affirmed at this rate to be able to eliminate all the delay by June... (20,000 of average per month...)

Finally, concerning the passports awaited by our compatriots in the Dominican Republic, President Moïse had promised that he would deliver at the end of March 36,000 to the Haitians who awaited this document. Precision that the total number of Haitians in the neighboring Republic awaiting a passport is nearly 240,000 by the end of July 2017, the date of expiry of their temporary residence permit issued by the Dominican Government, within the framework of the National Plan of Regularization of Foreigners (PNRE).
