Haiti - Elections : CEP responds to the lawyer of «Fanmi Lavalas»

Following the letter sent to the Provisional Electoral Council by Me Gervais Charles, the lawyer of the Political Organization Fanmi Lavalas, to ask "[...] to verify the regularity of the minutes in relation to the lists of 'émargement' that any voter must sign or affix his fingerprints [...] This formality is essential to avoid any suspicion of conspiracy [...] Several citizens have already testified that their right to vote has been exercised without their knowledge by professionals infiltrated as members of the polling stations." https://www.haitilibre.com/en/news-19350-haiti-news-zapping-politics.html Léopold Berlanger, President of the CEP replied on Sunday 27 :

"[...] the CEP notes the Party's apprehension as part of this process. However, you will agree that the Decree of 2 March 2015 determines the time and scope of each of the organs constituting the electoral institution. The CEP would therefore like to reproduce for your edification the content of the third paragraph of Article 171 of the Decree :

'Political parties and groupings of political parties and candidates participating in elections have access to the Tabulation Centre as observers and in accordance with the procedures of the said Centre throughout the processing of the data. Any verification must be subject of a decision of the BCEN in accordance with Article 187 of this Decree.'

Hoping that the Political Party Fanmi Lavalas is convinced of the ways and means at its disposal to express its grievances... the Tabulation Cenrte will pursue the execution of its mandate of tabulating the votes in the light of Article 171.1 of the electoral decree in force [...]"
