Haiti - FLASH : Elections November 20, 2016, 2nd round 29 January 2017

This Friday, the Provisional Electoral Council (CEP) announced new dates for the holding of elections, initially CEP had thought realize elections Sunday, October 30, but the CEP announced that it needs 3 weeks more, because a significant number of voting centres were partially damaged or partially destroyed; in some cases the voting centres are not accessible because of the state of roads impassable in many locations; there are many people who have left their homes without their CIN, or they lost their CIN during the passage of Matthew. The CEP indicated it has 3 priorities in relation to the existing situation :

- First it said that if it has the responsibility to organize elections for citizens of the country, it can not put away a portion of the population, it can not say it will make elections just in places where there are no problems [...] if the elections are carried out, they will be for everyone, especially when it is question of a presidential election.

- the second priority and make good elections that are credible, rigorous and transparent.

- our third is that we want justly an election that is acceptable in all departments of the country, which are credible, we want they bring legitimacy to those who will be elected in these elections, that the country has political stability. We do not want elections that bring more problems, that instead of bringing legitimacy to those elected they cubbyholes the political process

From these three considerations the CEP decided of these new dates :

1st round: November 20, 2016

2nd round: January 29, 2017

The CEP specified have chosen those dates so that there is an elected President in February 2017, stating that these dates, certainly do not allow to have a President installed on February 7, 2017.
