Haiti - FLASH : The laws on money laundering and UCREF, passed in the Senate

Wednesday after a plenary session attended by 17 of senators, the Senate finally adopted unanimously (16 votes in favor, the President of the Senate does not vote), the law on money laundering and terrorist financing (in the same terms) already passed by the lower house https://www.haitilibre.com/en/news-18553-haiti-politic-ratification-of-important-legislation-failure-in-the-senate.html and the bill amending the Organic Law of the Central Unit of Financial Information (UCREF) pending ratification by the deputies.

The de facto President Privert, must now convene the deputies (on vacation) to the extraordinary, to vote the Law on UCREF and especially have the quorum which may be complicated because many deputies do not recognize its constitutional legitimacy.

An important first step, but still insufficient to prevent Haiti's financial isolation. Besides these two laws, the Haitian parliament has to ratify the amended Penal Code and the Executive must publish the texts in the official newspaper and implement measures in the framework of these laws, to prevent Haiti falling under the sanction of Financial Action Task Force (FATF) https://www.haitilibre.com/en/news-18457-haiti-flash-the-situation-is-critical-transfers-and-haitian-banking-system-threatened.html

During this session, senators have refused to ratify the finance bill for the new fiscal year that begins Saturday, October 1, 2016 yet registered to the agenda because of profound disagreements and lack of understanding with the Ministry of Finance. Consequently Ronald Larèche, Senate President, invited the Executive (as provided in such circumstances) to publish the budget as originally introduced in the House of Deputies.

For Ronald Larèche, Senate President, this session is a step in the right direction and calls on the Executive to make the filing of the Penal Code revision project for the Senators could examine it and decide.
