Haiti - Elections : The measures of the CEP for the second round

The Provisional Electoral Council (CEP) inform the general public, voters and candidates in particular that it has took note of some weaknesses evoked in the election of November 28, 2010. Taking into account the concerns of all stakeholders, the CEP adopted the following measures that will be implemented for the second round:

  • The address of the voting centers will be specified accurately on the voter list.

  • The availability of an election worker to assist voters who wish to find their names on the voters list posted in each voting center.

  • Strengthening the training of electoral agents including Members of Polling Stations (MBV) to enable them to better manage the "Liste d’Émargement" and effectively identify the voter.

  • The reopening of the Call Center over a longer period before the second round with a larger number of operators and telephone lines.

Measures "a minima" considering what happened during the election day. We are far from necessary corrective measures, to ensure that the second round will go better than the first. But it is true that for the CEP, fraud and major irregularities, are considered as some "weaknesses" in the organization and conduct of the election ...
