Haiti - Politic : National Seminar on cross-border transport

The strike of the Dominican truckers of the FENATRADO in July and August 2015 has demonstrated the fragility of transboundary transport system and its adverse effects on the stability of economic and trade relations between Haiti and the Dominican Republic, as well as the border area security climate. Privileged witness of hassles caused by the strike and its impact on the national productive apparatus, especially at the Industrial Parks and the many working families, riparian of border areas east, west and center, the Executive Secretariat of the Technical Commission of Borders (CTF), to find a lasting solution to the problem of cross-border transport, has presented a request to the Economic Commission for Latin America and the Caribbean (ECLAC), a subsidiary body of the United Nations, seeking its expertise to engage reflections on mobility and logistics, and put on the table elements of solutions to enable decision makers to take appropriate measures to regulate the binational transport.

Following two preliminary meetings that involved transport unions of both countries to address the different problems facing truckers and carriers, one in Haiti and one in Santo Domingo, the CTF has recently participated to a successful seminar on the theme "a Binational Approach of Transport, Logistics and Mobility, focused on Sustainability".

This seminar conducted with the technical assistance of ECLAC, together with the CTF, the Joint Commission Haitian-Dominican and the Modernization Commission of Public Transport had to strategic objectives :

  • Better manage asymmetries and structural imbalances, financial and regulatory in the transportation sector in both countries ;

  • Compensate regulatory imbalances between the two countries by better understanding their local dynamics ;

  • Align the interests of the various players involved in the transport sector and strengthen the dynamics of cross-border trade as well as security framework in which they are realized ;

  • Reflecting on regional integration and cross-border cooperation from the experience and lessons learned in Latin America ;

  • Analyze the influence of the development of Integrated Public Policy based on sustainability, the construction of a safe transport system, reliable and economically sound to fight against poverty and facilitate economic competitiveness ;

  • Reach a protocol to harmonize transport and the interests of different actors in the transport-commerce sector, in order to strengthen the dynamics of cross-border exchanges and ensure a better flow ;

  • Strengthening security ;

  • Organize behavior and economic and legal aspects ;

  • Maintain a permanent dialogue between the various institutional actors, able to create and maintain a climate of trust between traders, institutional, social and financial.

On the sidelines of the conference of Jimani, members of the FENATRADO submitted a report proposing the creation of a binational entity of transportation.

Furthermore, a meeting was held at the CTF with ECLAC, the Secretary of State for Transport and representatives of trade unions, to secure the next steps to continue consultations, build proposals to continue to organize the sector of Haitian transportation (including to the border), set new strategies for the modernization of equipment of our carriers and identify niches to complete the formation of our union-carriers.
