Haiti - Politic : The Permanence declared in Parliament

Tuesday, the Houses of Parliament, had finally programmed each a working session. The first since the return of the parliamentary recesses of Deputies (June 13).

In the lower house, the agenda included more than 9 bills to ratify, to which are added three other law projects : the law project of pplication of Article 233 of the Constitution on the procedure of granting discharge to the former state dignitaries; Bill on social benefits in favor of beneficiaries of police officers victims in duty and Bill on the functioning and organization of micro-finance.

Finally only the bill of application of Article 233 of the Constitution was passed unanimously. 61 votes on 61 after a stormy session...

This Bill, which must still be ratified by the Senate, will help to accelerate the procedure for granting discharge and prevent its instrumentalisation (political deadlock). In this implementing legislation, Article 6, in effect limits the blocking time of parliamentarians "the Assembly in front in front is tabled the report of the Superior Court of Auditors and Administrative Disputes (CSC/CA) has six months to decide. After this period, the report of the CSC/CA takes the place of discharge."

Faced with the little advanced on the agenda, the session was put in continuation with the hope that other laws are passed during the week including the amending budget 2015-2016 and the 2016-2017 budget...

If the result of this meeting in the Chamber of Deputies is meager, in teh Senate the scheduled session (2nd since the holiday back) did not take place for lack of quorum, the policy of the empty chair remains still very popular...

This session was chaired by Senator Steven Benoit in the absence of President Ronald Larèche. On the first roll call, 8 senators were present and only 7 in the second call, while the quorum requires 16 senators.

Senator Jean-Renel Sénatus lamented the inability of the House to hold sessions because of absentee attitude of some of his colleagues.

After this failure the session was postponed to this Wednesday.

No doubt the permanence will be of rigor this week in Parliament.
