Haiti - France : Strengthening of Haitian local governments

Engaged in a partnership with the Embassy of France and the Ministry of the Interior and Territorial Communities (MICT), the National Center of the Territorial Public Function (CNFPT) a public institution in charge particularly of the training of agents of French local authorities, developed between 2009 and 2013, a partnership with the Embassy of France in Haiti and the MICT in order to implement a program of training and technical assistance to support the implementation of the Haitian territorial public service.

This partnership allowed to sow the first seeds of recruitment experience and training of erritorial agents in 27 communes of departments of North, North East and South of Haiti. Through various financing (Embassy of France, European Union Minustah etc...) of training sessions driven by the Local Authorities Directorate in partnership with the mayors of communes have strengthened the skills of 205 territorial agents recruited land use, social, cultural, etc...)

Wishing to make a progress report, Vincent Potier, the Director General of CNFPT conducted a one-week mission in Haiti in early July. Besides interviews with officials of MICT, he met with representatives of several public institutions concerning decentralization (Interministerial Committee for Territorial Development, the Office of Management and Human Resources, the National School of Administration and public Policy etc...) he also met with donors (EU and World Bank) and conducted a field trip in the North department where he met with territorial agents and new elected.

These meetings helped assess the quality of the results achieved and define future areas of cooperation with the MICT. In this perspective, the two partners have decided to sign a new memorandum of understanding in the coming weeks in order to define areas of collaboration on which they agree to work in conjunction with regional representations of CNFPT in Guadeloupe and Martinique that offer a platform of skills of proximity.
