Funded to the tune of €30.1 million over 55 months, by the European Union and the French Development Agency (AFD), the Integrated Development Program of Informal neighborhoods of Port-au-Prince (AIQIP) aims to improve the living conditions of populations of Martissant and Baillergeau by facilitating reconstruction of infrastructure, equipment and homes destroyed by the earthquake of January 2010 in these two neighborhoods under the with as project manager Housing Construction and Public Buildings Unit (UCLBP).

Began in March 2013 this program has 3 main components: urban renewal, support to the strengthening of institutions responsible for urban development and support for the Interministerial Committee for Territorial Planning (CIAT). Two operators accompany UCLBP in the implementation of the recommendations of the development plans of 2 neighborhoods : Knowledge and Freedom Foundation (FOKAL) in Martissant and the Group for Research and Technological Exchanges (GRET) to Baillergeau.

From 2013 until early June 2016, several activities were carried out at component level urban renewal and support to the Haitian institutions. They are the development work of 5 small square whose the square "Unité" in Dantès-Deluy, the improvement of urban mobility by paving with concrete over 2,000 m of driveway in Baillergeau and in Martissant,the construction and rehabilitation of 114 houses in Baillergeau. As part of support for assisted self-construction, evaluation and control of construction projects and house building is provided by the Ministry of Public Works, Transportation and Communications (MTPTC); the institutional validation of this ministry is required for all road projects, culverts, bridges, public places and ravines planned. As part of this program, the mayor of Port-au-Prince monitors the implementation of the development plans of Martissant and Baillergeau. The Supervisory Body and Development of Morne l'Hôpital (OSAMH) monitors compliance with the regulations in the implementation of development project of Morne l'Hôpital, Martissant side, and the construction of erosion control infrastructures. The Regional Office of Drinking Water and Sanitation is the sectoral manager of activities of displacement of networks, of supply of drinking water sanitation services provided in the AIQIP Program.

Several activities are underway or planned to be implemented under this program: rehabilitation of urban roads (3.9 km of roads and 5,700 linear meters of arranged walkways); support for the strengthening of 265 houses, the construction of 210 housing, of collective housing for 47 families, rehabilitation of 12 gullies, the construction of a bridge and 2 footbridges, the construction of a community resource center, the provision of basic services (electricity, drinking water and sanitation), micro-retained construction, of family cisterns and rainwater catchment (catchment areas and storage of rainwater). Through its various activities, the program will also facilitate the sustainable renovation of two neighborhoods in an integrated urban approach while ensuring the promotion of social development.
