Haiti - Politic : 2 bills voted in the Chamber of Deputies

For the first time since the opening of the 50th Legislature, two bills were tabled and ratified by the Chamber of Deputies [none in the Senate].

The first bill was proposed by Deputy Abel Descollines,

it concerns the creation of the National Corps of Firemen (CNSP). In addition to the missions of CNSP, to develop first aid activities, of prevention and fight against fires and various other dangers throughout the country, the law obliges the Haitian State (Article 15.1) to provide each commune with an unit of firefighters with the necessary logistics.

Furthermor, the Permanent Commission "Justice, Human Rights and Security" proposed a bill amending the Act 4 on kidnappings that dealt with illegal arrest and abduction of persons, and which now deals with : illegal arrests, abductions or kidnappings, abductions and hostage-taking. It is also stipulated in the amendments to the Act 4, in an article added (95a) that provisional release is never allowed in case of kidnapping, unlawful confinement, abduction, kidnapping and hostage taking, nor the lifting of the detention order or arrest. Of sanctions are provided against the judicial authorities that do not respect the provisions of this law.

It remains to route these two bills to the Senate for ratification in the same terms, and to transmit them later to the Executive for publication in the official newspaper "Le Moniteur" to become applicable laws in the Haitian right.

A path that in the current crisis may be very long...
