Haiti - Tomas : Relief, continue to organize
Hurrican Tomas is now far from the territory of Haiti. Not without leaving its impacts. Among the most affected areas include the Artibonite, the Grand Anse, West and South. On site, the Direction of Civil Protection (DPC), helped by her partner, many actions continue, in order to meet the needs of the people living in the areas most affected.

According to the latest official assessment, Tomas has caused 21 deaths, including 7 in the department of Grand Anse and 36 wounded. 9 people are missing. With that are added some 1.004 houses were destroyed and 5.336 others damaged.

Through the territory, 6.610 affected families are counted. Civil protection and its partners could evacuate 48.235 people and 24.212 are today in provisional shelters.

Among the most affected cities, the Gonaives. On site, there was the breaching of the La Quinte river following the rise in water levels causing flooding on Bigot Assipha, and Descahos. The northern road linking the Cap-Haitien to Gonaives was interrupted at Ennery for several hours, due to landslides.

In the town of Grande Saline, the rise of the sea and heavy rain, up the river have caused flooding due to high flow rate of the Artibonite River and its canal north. As noted by the Mayor of Grand Saline, 75% of the rice crop, main crop in the commune, are lost. Also according to the mayor, "it is urgent to clean out the canal north of the Artibonite between Drouin and Dauphine to avoid future excesses of the river on the road."

For Dorceus Dagobert, a farmer from Dauphine, in the town of Grand Saline, and father of five children, the flood has been catastrophic. "We lost everything. Everything we planted over an area of one "carreau" of land (1.29 ha) is irreversibly gone. Also, he feared that at "the reopening of classes, I will no longer afford to send my children to school. I leave in the hands of authorities."

According to Jean Michel Sabbat, coordinator of the departemental civil protection, "the priority was to restore the roads in order to assess the situation and get aid." Mr. Sabbath also noted that schools were open on Monday morning, but it is urgent to replace the torn tents that serve as classrooms.

On the ground, relief, continue to organize. The 10 Emergency Operations Centers Departmental (COUD) are activated and work in synergy with the Emergency Operation Center National (COUN), established at the National Palace. In conjunction with humanitarian agencies, they undertake assessment of emergency needs.

A presidential mission visited, Saturday, Nov. 6, the Southern Department, one of the most affected, and activated the assistance operations to the population. The Haitian Government has also released 16 million gourds for the departments. "Amounts to be adjusted as needed," we read in a preliminary report of the Direction for Civil Protection (DPC).

The Ministry of Public Works Transport and Communication (MTPTC) and the Centre National d'Equipement (CNE) are involved in infrastructure. Also a task entrusted to private companies of national genius, as Vorbe et Fils, and Dominican, as well as Amarante & Asociados, among others, previously engaged in the construction of roads on behalf of the State.

They activate in the Greater South, to restore communication on cutted roads, carry out drainage work to promote the flow of water in particular. Similarly, the company Estrella intervened on the northern road between Gonaives and Ennery to restore circulation.

Moreover, in the southeast, another department of the Greater Southeast, many ways damaged, among which the road of amitié, connecting Jacmel Leogane. Through the intervention of the Korean engineers of MINUSTAH, it was reopened Sunday. The Koreans have also worked to restore traffic on the road Jacmel / Cayes.

In Leogane, MINUSTAH has also begun to repair the banks of the river Rouyonne, causing flooding in the downtown. Always Leogane, peacekeepers are at work to clear the way for the trees that impede traffic. Other actions of peacekeepers, work lead to a canal near the temporary camp in Accra, in particular to limit the risk of flooding in this camp. MINUSTAH is also working to rehabilitate the Fauché bridge, Petit-Goave.

Ppeacekeepers have also contributed in the evacuation of people vulnerable of the zones at the risk towards surer shelters, in particular in the West of the country, as in Léogane, Grand-Goave, Petit Goave and in Port-au-Prince. Peacekeepers and the International Organization for Migration (IOM) have supported government efforts in the evacuation of 3,000 IDPs in a camp near the camp informal Corail Cesse-lesse. The evacuees are temporarily housed in a hospital and a church in Croix des Bouquets.

In the Southern Department, MINUSTAH has supported the evacuation of 2.762 people to temporary shelters arranged by IOM and NGOs. 1.512 evacuees come from Les Cayes. In the Artibonite, the military and UNPol supported PNH in the transfer of 210 prisoners of Gonaives to detention centers of Saint-Marc (100), Mirebalais (62) and the National Penitentiary in Port-au-Prince (48).

Across the country, 6.442 peacekeepers have also conducted many humanitarian operations such as medical care, distributing food rations and 99,000 liters of drinking water. Actions which saw the involvement of 6.442 peacekeepers.

Food distributions are also conducted in the Great South, Port-au-Prince and Gonaives by the World Food Programme (WFP). In these areas, WFP has distributed food rations to more than 9,000 people. In addition, a team of PAHO/WHO has been deployed in Port-au-Prince to support to support the medical deposit of PROMESS in the distribution of medical supplies to hospitals, in coordination with the DPC.
