Haiti - Elections : PVs sampling, the Commission lacks transparency

The lack of transparency surrounding the sampling "random" of 15% of the Minutes (PVs) by the Electoral Commission of Evaluation, https://www.haitilibre.com/en/news-16186-haiti-elections-the-electoral-commission-will-make-random-checks-at-ctv.html raises various questions. In a letter dated 29 December, addressed to Louis Armand, the Coordinator of the Commission, Pierre-Louis Opont, the President of the Provisional Electoral Council (CEP), informed him of his concern :

"[...] We want to draw your attention to a particular point of this report:

The Commission, through its spokesperson, presented a list this morning of two thousand twenty six (2,026) Minutes that will be subject to verification. The Director of the Tabulation Center of Votes (CTV) pointed to the Commissioners in the presence of national and international observers, that contrary to the request of the CEP, the choice of 2,026 minutes was not done in the presence of the latter, even less that of the representative of the CTV.

Therefore, nothing guarantees to the Electoral Council, the randomness of the sample that led to the selection of these minutes.

Mr Coordinator, the Council wanted to make this clarification to you for continuation if necessary.

While continuing to offer its full cooperation to the work of the Commission for the full success of the evaluation mission, the Council ask you, Mr Coordinator, to receive the expression of its highest consideration.

Recall that this sample was to be determined by an algorithm in order to carry a scientific judgment on the quality of the process. However, officials of the CTV and the CEP have expressed reservations about the computer program that will be used by the technicians of the Commission and wished that this computer application is tested in their presence, which was not the case.
