Thursday, the Office of Management and Human Resources (OMRH) organized the 7th thematic table of donors on the state reform. Several representatives of major donors : the US Agency for International Development (USAID), the Delegation of the European Union, of Canada, the Embassy of Spain, the Inter-American Development Bank (IDB), the MINUSTAH and the Embassy of France took part in this activity.

Five topics was on the agenda of discussions :

• The achievements of the OMRH in 2015 and prospects for 2016 ;

• The mid-term review of the Framework Programme of the State Reform (PCRE 2012-2017) ;

• The state of progress of recruitment in the public service ;

• The budget of the reform ;

• The coordination of capacity building programs.

On the sidelines of the presentation of the main achievements of the OMRH, the General Coordinator, Uder Antoine stressed the importance of dialogue with technical and financial partners who support the reform of the Administration and of Public Service, especially as the latter launched on 28 November 2012 will have three years old November 28, 2015.

Alphonse Nkunzimana, USAID representative and Senior Advisor to the Governance Section, said he was impressed by the progress that has been made by the Government via the OMRH, over the last three years before expressing some concerns about the OMRH, which does not yet have a budget that would allow it to continue to do its work more effectively.

A view shared by Massimo Scalorbi, the Head of Operations in the European Union that noted that it is imperative for the Haitian government to set a budget at the disposal of the OMRH, as part of the implementation of the reform of the Administration. According to him this is the expression of a strong political will to change that.

For his part, Géraldy Eugène the coordinator of public administration, who takes stock of the Coordination of institutional strengthening programs which represents a real challenge, requested the collaboration of donors for the OMRH, can effectively play its role of "Coordinator of Technical Cooperation Programmes involved in the area of institutional strengthening..." and so anticipate the duplication and waste of resources in the various sectors.

The next thematic table of donors on the reform of the State should be held probably before 15 December 2015
