Sunday, the network of the Citizen Observatory for Institutionalizing Democracy (OCID) mobilized its observers from 6 am throughout the national territory. Findings on the opening of polling operations :

On more that 1,830 observers deployed in a national sample, random and representative of polling stations, the call center of the OCID collected until 11:11 am, the observations of 76.56% of the sample (ie 1,401 polling stations)

OCID found that 99.29% of the country's polling stations were already installed, even if 4.62% of them were moved to places other than those provided.

The election material (ballot boxes, voting booths, indelible ink pads) was available and complete in 96% of polling stations installed (against 91% 9 August) and election materials (ballots, voter list, minutes of opening and closing) in 89.79% of them (against 78% 9 August).

Observers have noted a greater presence of representatives at polling stations compared to the last elections. Indeed, there were at least 3 representatives of parties and different political groupings in 95% of installed polling stations (against 86% 9 August) and 5 representatives or more of different political parties in 82% of polling stations (against 57.4% August 9). Only 0.93% of polling stations had only one representative and 1.21% of the polling stations no representative until 11:11 am (against respectively 3.5% and 2.7% August 9).

OCID also found an improvement with regard to the opening time of polling stations. Among the 99% of installed offices, the voting process started between 6:00 and 8 am in 93.7% (against 86.3% August 9).

Furthermore, it should be noted that pursuant to the measures announced by the authorities, the police were much more proactive compared to the election day on August 9. Evidenced by their greater engagement in the territory and the reduction of number of violent incidents reported by our observers until 11:11 am
