Haiti - Education : Towards a National Pact for Quality Education

Submitted to the actors of the education community and civil society for several months, the Forum of Former Ministers of Education, the National Pact for Quality Education, relaunched at the World Education Day by Nesmy Manigat the Minister of National Education during a call to teachers, seems to have received a favorable response from key stakeholders, which would be according to the Ministry, about to proceed to the signature of the text.

We invite you to share the text of the National Pact, which includes 8 commitments that could change the situation in the education sector by mobilizing all energies and resources for the renewal of the education sector.

Text of the National Pact for Quality Education :

"The Government of the Republic of Haiti, the educational community, political parties and organized sectors of civil society at the conclusion of their agreement, agreed as follows :

Commitment # 1: Increase and rehabilitate school offer :

The signatories make a commitment that the implementation of policy of free and school obligation will be done primarily through an increase of the public offer of education based on a new school mapping that takes into account the available infrastructure and demographics of each communal section. The state will mobilize some of the resources allocated to the sector to rehabilitate its network of national schools and high schools in order to make them of reference institutions for the quality of the training provided ;

Commitment # 2: Doubled at least the education funding :

The signatories ensure that during the period 2016-2020, the Haitian government will dedicate to the public funding of education, the higher of these two amounts: either 35% of the national budget, or 8% of its GDP . This is the minimum amount to spend on public funding for Haitian education ;

Commitment # 3: Subtract the education system from political influence :

The signatories ensure that decisions on the operation of schools, recruitment and allocation of educational agents are taken transparently, rejecting the patronage and in compliance with established standards, notably by focusing on competitive basis ;

Commitment # 4: Implement the special status of public sector teachers :

The signatories undertake to implement the special status of teachers so as to improve on the one hand, the teaching profession and secondly to meet the entry requirements and the the profession performance level ;

Commitment # 5: Regulate and modernize the technical and vocational education :

The signatories undertake to make every effort for the adoption of a law by the next Parliament on regulation and modernization of technical and vocational education ;

Commitment # 6: Promote training throughout life :

The signatories undertake to make every effort to facilitate the availability of training opportunities throughout life to ensure the employability of young ;

Commitment # 7: Regulate and modernize higher education :

The signatories undertake to make every effort for the adoption of a law by the next Parliament on the regulation and modernization of higher education ;

Commitment # 8: Promoting the National Pact for Quality Education :

The signatories are committed to being part of a structure that will be set up to work together and ensure compliance with those commitments"
