Haiti - Security : The Minustah again for one year, «possibly final year»...

Yesterday Thursday, during a meeting of the UN Security Council on Haiti, Sandra Honoré, the Special Representative of the Secretary-General of the United Nations noted the relatively serene security climate in which takes place the ongoing elections and urged political actors to maintain this course until the completion of the electoral process.

"It should be noted that for the first time in the electoral history of Haiti, the Electoral Council took punitive measures against electoral election violence instigators," praised Ms. Honore, stating in particular that 16 candidates from 10 different political parties were judged no-eligible due to their involvement in acts of electoral violence, adding "A clear signal was sent to all candidates, that the use the force and electoral violence will not be tolerated," calling the judiciary to take, if necessary, legal measures against perpetrators of violence.

"I urge all political actors to continue to contribute so that these important elections take place in a calm atmosphere and mutual trust, allowing greater participation of voters," she said, urging voters to go to the polls en masse to contribute to the consolidation of democracy in Haiti.

At the security level, she noted that the security situation in Haiti remained relatively stable and was marked by less violence than in previous elections, commending the commitment of the Haitian National Police to take measures to improve its performance in the second round of elections. She urged Member States to make available to Haiti administrative Experts, technical and operational in the field of policing, in view of the gradual withdrawal of the United Nations Stabilization Mission in Haiti (MINUSTAH).

"The commitment of the United Nations system, including of the MINUSTAH and its staff in uniform continues to be necessary to support the operations, logistics and security," said Sandra Honore, advocating to the Secretary General Ban Ki-moon for an extension of the Mission's mandate for a period of one more year to enable an orderly and sustainable transfer of law enforcement activities currently undertaken by MINUSTAH, indicating that this year would be "possibly final year", "I recommend that the Security Council extend the mandate of MINUSTAH for an additional and possibly final year, until 15 October 2016, with the current authorized uniformed strengths of 2,370 troops and 2,601 police officers," we can read in the report that Sandra Honoré had come to present.
