Haiti - Elections : Observation of the first phase of challenges, some figures...

During the first phase of the challenges, the Citizen Observatory for Institutionalizing Democracy (OCID) mobilized its 18 regional coordinators in the Departmental Electoral Offices of Litigation (BCED) in order to monitor the challenging process of partial results of the elections. The Coordinators of the OCID observed the filing and treatment of challenges at the BCED in the 10 departments of the country.

During their observation, the Regional Coordinators of the OCID noted 39 cases of challenges for senatorial and 163 cases for the deputation.

The departments with the largest recorded number of challenges for the senatorial are South (8 cases), West (6 cases) and the Southeast (5 cases).

For the deputation, the West leads with 45 cases followed by the South and Artibonite with 21 cases each.

The departments with fewer cases of challenges are Nippes and North East for Senate, each with one case and then to the deputation Nippes and Southeast each with 8 cases.

24% of the 54 candidates challengers interviewed by coordinators of the OCID, believe that the appeal process has not respected the provisions of the Electoral Decree. They denounce, among others, that the dates chosen for the filing of challenges were, in majority of weekend days, which caused difficulties to complete the formalities required with the General Tax Department.

In general, grievances and complaints related to: the recount of votes (49% of cases), the cancellation of some voting centers / polling stations (24% of cases), denunciations of electoral fraud (15% of cases) and cancellation of elections in some areas (12% of cases).
