Haiti - Dominican Republic : First official reactions to the OAS report

Wednesday, Edmond Bocchit the Ambassador of Haiti to the Organization of American States (OAS) has welcomed with interest the report of the OAS technical mission on the migratory situation between Haiti and the Dominican Republic https://www.haitilibre.com/en/news-14669-haiti-flash-migration-crisis-the-oas-unveils-its-report.html declared "Haiti welcomes the recommendations presented in the report of the mission, which focus on dialogue, what has always been the most sought desire of our President," wishing the designation by the OAS of a High Representative for the purpose of resuming the binational dialogue.

He reiterated the intention of the Government of Haiti to work with the Dominican Republic, to find ways for a peaceful solution in what he calls a "controversy".

"[...] The Republic of Haiti takes note of recommendations of the report and wishes to reaffirm its position as explained in the report, particularly for the establishment of a mechanism of understanding between the two States and taking into account international standards in this area to better manage the process ofrepatriation of Haitians living in irregular migratory situation in the Dominican Republic."

For his part after reading this report. President Martelly declared "On behalf of the Haitian people, I thank the OAS for its report. I welcome the recommendations made. We encourage especially the bilateral dialogue and the need for an agreement mechanism of understanding for an orderly repatriation process."

Recall that the OAS report says "As stated by both parties, the countries are willing to resume their dialogue, under certain conditions, and to establish dispute-resolution mechanisms on the migration issues over the short, medium, and long terms."

On the same day at a press conference at the National Palace in Santo Domingo. Andrés Navarro Minister of Foreign Affairs accompanied by the ministers of the Presidency, Gustavo Montalvo and Interior and Police, José Ramón Fadul recognized the technical work of the mission team of the Organization of American States (OAS) in the sense of having heard all the sectors involved in the Dominican migratory situation.

But he wanter to clearly reaffirms that the Dominican Republic did not seek or require the mediation of the General Secretariat of this organization "currently there is no conflict between the two countries to justify the intervention of the OAS. The Dominican migration policy in its implementation mechanism is the exclusive responsibility of our State and are not objects of negotiation," indicating that the bilateral dialogue may be reinstated at any time "as soon as the Haitian government stop discredit the Dominican Republic, to evade its responsibilities towards the Haitian people."

Finally, the Dominican government has reaffirmed its commitment to continue working for the identification and regularization of those who live on its territory and to protect and guarantee the rights of all people.
