Haiti - Social : PNRE D-7, increase in incidents between Haitian

At 7 days, of the deadline for registration in the National Plan for the Regularization of Foreigners (PNRE), living in an irregular migratory situation in the Dominican Republic, incidents between Haiti seeking to register, multiply. For a week the Dominican police had to strengthen security in the centers of Santiago and other provinces of Cibao to deal with a growing number of Haitian exceeded by endless waiting and the lack or non-conformity of certain required documents.

These sometimes violent incidents are becoming more and more common for many reasons. According to Haitian denunciations, people sell their place in very long queues, while others try to take by force, the place of other compatriots

otherwise the frustration of not being able to be received in a center after many hours of waiting adds tension and nervousness.

In addition, the Haitians have complained in recent days that hundreds of compatriots crossed the border in hopes to enroll in the PNRE, while the plan requires thatits presence is proved in the Dominican Republic before November 2011. Without paper, these newcomers do not know how the Haitian authorities will provide them with an identity card, passport and birth certificates, while those living in the Republic Dominican are already a victim of lax of the Government of Haiti and all kinds of obstacles in the Dominican administration.

According to a police source, several people have been detained in recent days to be involved in incidents in Santiago's Documentation Centre. Although less than the situation in Santiago, a similar situation is found in the centers of the PNRE in Puerto Plata, Valverde and Dajabon.

Pastor Gerard Berlus, of the Haitian Center for Human Rights reported that a Haitian was struck by a Dominican police officer n an incident in Santiago's Documentation Centre and had to be treated in hospital Regional Jose Maria Cabral y Baez. The juristDionisio Jerez, President of the Dominican Commission of Human Rights in the North of the country, said the Dominican government should relax the requirements for foreigners who are trying to regulate.
