The Office of Citizen Protection (OPC) in partnership with the State University of Haiti (UEH) presented the study report on the development of the National Police of Haiti (PNH), the public security and the rule of law in Haiti since 2012.

Produced on the basis of a fairly comprehensive literature search and interviews with stakeholders in Port-au-Prince and in the South Department, this report provides a preliminary analysis but also complementary of progress and the challenges that persist in this sector.

The research validates the results of the PNH and of the United Nations, according to which the implementation of the PNH Development Plan has progressed since 2012 at the level : of recruitment of agents, their professional training and advanced training of staff; ethical monitoring of police actions by the General Inspection of the Haitian National Police (IGPNH); of strengthening of law enforcement bodies and other specialized units.

However, research reveals shortcomings in relation to: the growth of the workforce (particularly women) and their deployment in the provinces; the excessive use of force by some units of law enforcement; the weak institutionalization of the community police, and efforts to combat gender-based violence; the limited by the state ownership; of budgetary responsibilities for the operation of the PNH and the limited cooperation with the organizations of civil society.

The report concluded on a set of suggestions to contribute to build a police and rule of law functional, fair and sustainable in Haiti, in the context of conditional withdrawal of the Minustah in 2016.
