Haiti - Health : The Haitian state spends 100 times less on health care than Cuba

Tuesday at the Hotel Karibe, Prime Minister Evans Paul launched under the patronage of President Michel Martelly the First International Conference on Health Financing in Haiti (April 28 and 29) in the presence of the First Lady Sophia Martelly , Florence Duperval Guillaume, the Minister of Health, Wilson Laleau, Minister of Economy and Finance, Victor Benoit, Minister of Social Affairs and Labour, Mary Barton-Dock, Envoy of the World Bank in Haiti, Kesnel Pharel Economist of Group croissance, of care providers, NGO representatives and international partners of the Haitian State on the theme "Access to health care for all in Haiti: challenges and Prospects for its financing".

Sophia Martelly called for universal access to care, which remains a major challenge for Haiti, hence the importance of engaging debates on the funding of this sector. "Since 2011 I travel across the country and I see all the challenges facing the Haitian people [...] Health is invaluable, but it has a cost. The training of health executives has a cost, build adequate buildings, organize research based on our needs and our resources, all this has a cost."

How to to pass the $5.70 per year/inhabitants spending of the Haitian governmentin Health [2011-2012] to reach the $315 of the Dominican Republic or Cuba 603 dollars ? These figures demonstrate the precariousness of health in Haiti, which has been widely discussed among participants in search of the best way to take off the Haitian health system.

Healthcare where Haitian households are paying 29 cents on a gourde while the international community contributes 68 cents for each gourde spent in health in the country. The Minister Guillaume has questioned at length on the problems of finance "how to deal with this reduction of the external assistance that is imminent and gradually reverse the 68% of spending it supports, of which 42% are managed by international organizations and 19% by local NGOs."

A health system under-funded, recall that in the amending budget 2014-2015 health item amounted to 5.5 billion gourdes (3.3 billion for operation and 2.2 for investments) . For Kesnel Pharel, authorities must understand that it will not be possible to handle more than 5% growth with investments in the field of health as weak.
