Haiti - Politic : Two Quebec experts on mission to the Government

In the framework of the Project for the Strengthening of Public Management in Haiti (PARGEP) and at the request of Yves Germain Joseph, Minister of Planning and External Cooperation (MPCE), two Quebec experts, Marzena Jarek and Julie Gauthier in strategic planning, are in Haiti for a two-weeks technical support mission.

This mission responds to the necessity in particular for the MPCE, to properly assume

Cette mission répond à la nécessité notamment pour le MPCE, de bien assumer its responsibility to ensure that the planning of ministries and agencies is consistent and in line with the overall vision that gives the trategic Development Plan of Haiti (PSDH) to make in a "emerging country" in 2030.

Through working meetings and educational workshops, the two experts will share Quebec's experience in strategic planning with the Primature, some of its strategic bodies and Ministries most involved in the public investment program.

This mission involved the transfer of expertise, of Quebec and Canada governments, to the Haitian Public Administration initiated in 2008 in the framework of PARGEP.

Wednesday at the Royal Oasis, ended a two-day educational workshop on strategic planning led by Marzena Jarek and Julie Gauthier. This workshop aimed to promote greater consistency in the planning of various ministries and public bodies and the conformity of their planning with the PSDH. It should allow build, after identification of possible solutions and appropriate mechanisms, a functional diagram shared and consensual for work in complementarity with the MPCE, of other actors engaged in a strategic or secondary level the strategic planning function.

The workshop brings together mainly: the Primature and strategic bodies, the MPCE and the ministries most involved in the public investment program (PIP), the Public Finance Reform Commission (CRFP), the National Observatory of Poverty and Social Exclusion (ONPE) and the Ministry of Women and Women's Rights (MCFDF).
