Haiti - Economy : Main orientations of the amending Budget (2014-2015)

Thursday at the Ritz Kinam, Wilson Laleau, Minister of Economy and Finance, accompanied by senior officials of the Ministry including : Pressoir Urbain Excéus, Director General of the Budget and Jean Michel Silin Deputy Director General of Budget, presented the main orientations of the amending budget 2014-2015.

In view of the macroeconomic assumptions, the growth rate initially set at 4.6% was set at 2.5% in the revised budget. The national budget of 122.650 billion Gourdes (Gdes) for the current year was revised down to 109.487 billion.

According to the revised budget, the government has decided to modify the budget allocation of certain administrative entities to facilitate the implementation of measures related to the current socio-economic situation of the country.

Among the main orientations of the budget it is appropriate to cite the promotion of growth and employment by the adoption of a document (pact for growth and employment), which provides for concerted action.

The amending Budget provides inter alia :

  • The creation of summer jobs for young university students (10 million Gdes) ;

  • The Promotion of Development of Small and Medium Enterprises (350 million Gdes of Public Treasury) ;

  • The strengthening of the National Police of Haiti structures (PNH) (over 300 million Gdes) ;

  • The modernization of the transport sector (45 million Gdes) ;

  • The financing of electoral activities 100 million Gdes increase, for a total of 300 million Gdes ;

  • The funding of political parties: 150 million increase, for a total of 500 million Gdes ;

  • Right of movement within the country for any foreign freight transport vehicle entering the territory of Haiti (4,000 Gdes for trucks, 5,000 Gdes for trailers) ;

  • The strengthening of work programs with high intensity of labor and lasting impacts ;

  • The Respect of State commitments with bilateral and multilateral partners ;

  • The finalization of a set of development projects that have reached an advanced stage in their execution ;

  • Changing prices of some products, to encourage in priority the domestic production ;

  • Non-use of money creation to finance the budget of the Republic.
