Haiti - Insecurity : A Dominican presence at very high risk

The United Nations Security Council has authorized the incorporation of 680 new officers to MINUSTAH. With this decision, the total number of police contingent will reach 4.391, which will join 8,940 soldiers and officers of the military component of the organization.

The announcement Monday of President Leonel Fernandez to respond positively to the call of the UN, and send soldiers Dominicans in Haiti, has provoked strong negative reactions from various sectors who are opposed to this controversial measure for historical reason [the UN supports a presence of the Dominican in Minustah].

Cardinal Nicolas de Jesus Lopez Rodriguez has shown its strong disagreement with this deployment because of differences in the two countries have been historically. The prelate, qualified this measurement of "provocation" by stating "I am not agreement with Dominican soldier sending in Haiti, leave with the other countries which do not have historical antecedents this mission" The famous lawyer Vinicio Castillo Seman also expressed his criticism against the possible deployment of patrols in the streets in Haiti, calling presence of "madness that would endanger the lives of Dominican soldiers."

During a visit to the country, Major General Argentinian Gerardo Chaumont, the new Commissioner of MINUSTAH, reported that the security situation in Haiti had become more critical since the earthquake and security cooperation between the two countries is a necessary condition . Explaining that Dominican soldiers would not be under the command of the army Dominican but integrated as part of the MINUSTAH force [as many UN member countries].

This fundamental precision be enough to remove the tensions and dangers that a Dominican military presence (whatever the form and importance) in Haitian territory, represents in the unconscious collective of the Haitian population haunted by the historical conflicts between the two nations?
