Initially set on October 27 on the electoral calendar of Provisional Electoral Council (CEP), the date was advanced by one month [early September by the CEP]. The campaign starts today September 27, 2010 and will end on November 26, 2010. Recall that the elections of 28 November 2010 concerning the Presidential and Legislative elections, people will choose that day, their next president, 11 senators (Upper House) and 99 deputies (lower house).

The campaign will run in two phases :

From September 27 to November 26, 2010, candidates may use posters, banners, leaflets and any other means of direct communication with the public.

From 15 October until 26 novembre the candidates will be able to organize public meetings and the diffusion of messages through all the media.

The CEP reminds and warns the candidates of their obligation to respect scrupulously the timetable and make no campaign activity before the time allotted to it officially. Note that if some have waited for sunday midnight to begin to placard their posters, billboards bearing the slogan of the candidate Jude Celestin (Preval's candidate - INITE) were visible in Port-au-Prince last week and yesterday in Petion-ville [Jude Celestin must have a different schedule ...]

Aid and election costs:

Each candidate or party approved to the presidency will receive a contribution of approximately $50,000 of the Haitian government to help finance the campaign. A very modest amount when we know that a minimum visibility campaign costs $1 million. Experts estimate between 3 and 6 million dollars amounts needed [by candidate] to carry out their election campaigns, a challenge that will be difficult to overcome for many candidates. Political analysts meanwhile, believe that the budget could exceed $10 million for the best candidates.

The total budget of the organization of elections on November 28, 2010 totaled $29 million:

Contribution from the Government of Haiti: 7.03 million

USA: 5 million

Europe: 7 million

Brazil: $500,000

Canada: Amount and date of disbursement pending

Mission OAS/CARICOM: 5.3 million

Monitoring Mission OAS / CARICOM

The elections will be under the supervision of a joint mission of the Organization of American States (OAS) and Caribbean Community (CARICOM), consisting of 193 members, led by Ambassador Colin Granderson. With a budget of $5.3 million, it's the more expensite mission and the most important that these organizations have formed in their history. This mission will be tasked to monitor election activities, election campaigns, the voting process and counting of ballots.
