Haiti - Security : Dispersion of the demonstration of October 17, PNH provides explanations

André Jonas Vladimir Paraison, Departmental Director of the West (DDO) of the National Police of Haiti (PNH) wanted to provide, at a press conference, some details on the behavior of the PNH during the dispersal of the demonstration of Friday, October 17. https://www.haitilibre.com/en/news-12310-haiti-politic-anti-government-demonstration-dispersed-by-security-forces.html

He indicated that the notification of this demonstration, had been forwarded to the PNH only 48 hours before and it did not include any coordinated to contact those responsible on the course and no indication of the beginning and end of this demonstration. In the absence of such required information, the police had therefore set the limits of the demonstration between 10am and noon and redirected the course for safety reasons.

Regarding the heavy use of tear gas, André Jonas Vladimir Paraison stated that the measures implemented, tear gas and water cannon, was in line with what is recommended by the international standard in such conditions.

Asked about the dispersal of the demonstration in Delmas while the latter peacefully followed the course, he said that the police reaction was "hyperprofessionnelle" and that it was forced to intervene to prevent the situation from deteriorating and causes more damage because of individuals within the demonstrators began breaking windshields of cars adding "The police is only restoring order and prevent breakage when the need arises."

About journalists victims of tear gas, he said that such incidents happen in every country of the world, advising media workers to locate in strategic and safe places to avoid suffering the effects collateral of possible police action.
