In a circular addressed to the the Directors of high schools (Lycées) of the Republic, the Ministry of Education found inconceivable that high schools operate outside of teaching, administrative and financial standards and intolerable that young, coming to school every day, to be delivered to themselves and announced steps to regain control of these unacceptable abuses.

"The Ministry of National Education and Vocational Training (MENFP), recalls to Directors of high schools of the Republic, their responsibility to ensure the effective control of their educational institution and maintain a working environment that promotes the teaching learning process.

To this end, it is important to note that the presidential decree reforming the operation of public schools and the manual for the management of high schools of the Republic should be the guide of any action by the heads of public schools.

It is inconceivable that high schools operate outside of teaching, administrative and financial standards, while the state consents huge investments to ensure quality education for all children. Similarly, it is not acceptable that young people in search of knowledge, coming to school every day, are left to themselves.

Thus, in order to redress many of abuses, special inspection teams have been constituted to verify on the ground the actual operating condition of the high schools and the management mode that develops. Any abnormal situation detected will result quick decisions for the takeover of the institutions concerned, to enable them to meet their primary mission of education and training for young people.

The MENFP decreed, in this sense, the state of emergency for the operation of high schools of the Republic. All agents of the Ministry, through the Departmental Directorates of education, must be mobilized towards this objective so that our high school become again training centers of reference."

Moreover Nesmy Manigat, the Minister of Education, announced that as part of the regain control over High Schools concerned, 36 high school directors of the Department of the West, have been recalled from office for training. The acting in these Lycées is provided by executives said the Minister.
