A position shared by Me Pascal Paradis, Director General of "Lawyers Without Borders Canada" (LWBC), the main partner of the Collective against Impunity, which includes most of the complainants against the former dictator and his principal collaborators "the death of former dictator Jean-Claude Duvalier did not mark the end of legal proceedings in Haiti to judge the the highest responsible for serious violations of human rights that have occurred from 1971 to 1986 [...] including Jean Valmé, Rony Gilot and Emmanuel Orcel [...]"

Me Pascal Paradis recalls that "the file currently underway can not be closed. Haitian authorities have an obligation under Haitian law and international law to investigate serious human rights violations and to prosecute and prosecute persons responsible for them, what the Inter-American Commission on Human Rights also reminded them in 2011," stressing that "The international community also has an obligation to ensure that Haiti's international commitments in the fight against impunity against responsible of flagrant violations of international human rights law."
