Haiti - Justice : Beginning of the certification process for judges

A first list of names of judges to be certified was forwarded to the Commission for certification by the Superior Council of the Judiciary (CSPJ). This Committee composed of representatives of CSPJ and the Ministry of Justice, will focus on judges whose term expires, young judges out of the School of Magistrates and judges involved in a complaint. In all, hundreds of judges will begin to be assessed on some 900 judges working in the judicial system (Peace Courts and of first Instance, Court of Appeal and Court of Cassation).

Verification of skills, moral integrity, curriculum, heritage are part of the certification process needed for the replacement or appointment of new judges.

Complaints against judges, will be evaluated by a disciplinary tribunal and treated according to the law. A juddge even if certified, if found guilty, must suffer the penalty prescribed by law.

Note that Judge Lamarre Bélizaire, in charge of the investigation of Aristide file, is on the first list of certification and is the subject of a complaint relating to a case from 2010, in the case of the assassination of Frantzi Duverseau. Note that Judge Bélizaire very controversial for the arrest warrant and residency of former President Aristide denounced by many lawyers as illegal acts or correct by others, has so far not been the subject of any formal complaint about that in CSPJ...
