The Minister of Education, Nesmy Manigat affirmed that all teachers will obtain a temporary license for two years to give them time to prepare for the exam to become certified to teach in classrooms on the entire national territory and to provide children access to a better education. Teachers who fail the examination, whose the costs will be covered by the Government, will no longer have the right to teach. Measure #1 :

"1. As of the 2014-2015 school year, classroom access is conditioned by holding a teaching license, mandatory for any monitor intervening at the pre-school and every teacher at the fundamental , secondary and professional in all Haitian schools. MENFP gives each teacher in the public and non-public sectors, duly recorded between 8 and 30 September 2014, a provisional license to teach (PPE). The PPE is valid for a period of two (2) years. It will be renewed after requalification through ongoing training and / or verification that the teacher has an academic degree and proven experience. It must also demonstrate skills relevant to the reference of teacher trade defined by the MENFP."

Recalling that the biggest problem in the education sector in Haiti was the lack of qualified teachers, it was decided to form a new generation of teachers

For his part, Professor Josué Mérilien, of the the National Union of Normaliens Haitians and Representative of the Haitian Platform of Educational Organizations, stated that its members supported this measure which will provide educators with the skills they need.
