Haiti - Justice : Soon the distribution of 2 million birth certificate forms

As part of the implementation of the Presidential Decree on late declarations of birth, dated January 8 and published in the newspaper Le Moniteur of January 16, 2014 https://www.haitilibre.com/en/news-11852-haiti-justice-late-registration-of-birth-easy-and-free.html the Ministry of Justice and Public Security (MJSP) will soon proceeded to the distribution for state civil officers throughout the country, of more than 2 million of birth certificate forms. These forms allow all citizens without a birth certificate to get one in a fast and free way.

The ministry reminds that under this decree, any person who has never had a birth certificate has a period of five (5) years from the date of publication of the Decree, to regularize its Civil Status, regardless of age, gender or status. A late declaration of birth must be made to a civil state officer or a Consul, by one of the biological parents of the concerned or, failing that, by a third party authorized by law.

The massive distribution of forms fall within the scope of the efforts of the Ministry of Justice to strengthen civil registration offices and to provide them with adequate means of operation, to ensure that every Haitian holds his birth certificate.

Recall that several advances in this field have been recorded including: the appointment of new Clerics in all communes of the Republic in order to facilitate the work of civil registration officers; the organization of special training sessions for state civil Officers around the legal safety of people and the implementation of the Decree of 16 January 2014 and the organization of a series of caravans of birth registration in many parts of the country.

Jean Renel Sanon, the Minister of Justice, reiterated his willingness "to make a reform of the Civil Status in Haiti and to ensure to all justiciable, in the countryside and in the cities, the enjoyment of one of their first rights: the right to have a birth certificate."
