Haiti - Reconstruction : When the UN does not know what to say
In the latest report of the Secretary-General on the United Nations Mission for Stabilization in Haiti (MINUSTAH), published in the daily press briefing Wednesday, Sept. 8, 2010, Ban Ki-moon, Secretary General of the UN says Haiti managed to avoid the catastrophe of a second wave of epidemics and social disturbances. However, hundreds of thousands of people will have to stay in camps or makeshift shelters in the coming year and the political, social and economic will remain fragile. He specifies that the presidential and legislative election must be credible and legitimate to allow the designation of a President and his government and they have a clear mandate and unchallenged to steer the process of reconstruction in the country .

In this report, Mr. Ban also stressed the need to pursue a clear strategy and comprehensive study to allow the resettlement of victims of the earthquake and the urban poor. Protect displaced populations and vulnerable groups is one of the priorities of MINUSTAH and international partners. The Secretary General also notes that media attention has moved away from Haiti and it is important that donors and other international supporters will not forget the magnitude of the earthquake in India last January.

As much to say that beyond recalling periodically, aspects evoked many times during last months, there is nothing new. Without these reminders incessant Haiti would not undoubtedly appear nowhere in this report. The uneasiness of the United Nations response to non-observance of pledges from donors and his own inability to deliver on those promises, do not hide more than half-word, which can already be considered a resounding failure of the international commitment Haiti. Fortunately, NGOs and other charities funded largely by the generosity of people from different countries, bilateral and multilateral agreements particularly with latino countries and the Caribbean whose UNASUR, they bring a practical assistance, otherwise Haiti would be left to his own fate. Despite the generosity of these organizations, they can not fill the billions pledged for the reconstruction of Haiti by the international community.
